Svalbard is now demilitarized and administered by Norway. 

The Treaty of Svalbard prohibits all military activity in regional ports and across the territory.

But the Hawaiian Kingdom had treaties of neutrality amongst world powers -- yet the USA invaded (1893) and annexed the nation anyway. 

US annexation triggered significant land & resource theft, and construction of huge military bases as at Pearl Harbor—which attracted attack not long after.
